Summary of the contracting process

Network Rail Infrastructure Limited procured a closed, multi-supplier framework for data loggers, ancillary installation and operating equipment, and associated services across the United Kingdom. The requirement covers commercial off-the-shelf data-logging hardware for monitoring railway infrastructure assets, compatible with Network Rail’s RADAR platform and relevant standards. Suppliers must support Network Rail product acceptance and provide lifecycle management, security and hardware or firmware updates, repairs, technical support, adaptable delivery and warranty solutions. The framework supports collaboration on efficiency, performance, product improvement, innovation, interoperability and reducing technology lock-in. Data analysis and event-monitoring data loggers are outside scope. The primary requirement is electronic and measuring equipment, with related technical support, maintenance, inspection and data services. Network Rail may procure related new or non-standard products through later competitions.

The procurement is complete and awarded following a competitive flexible procedure under the Procurement Act 2023. Network Rail received eight valid final-stage bids and awarded the framework on 9 June 2026 to Breuer Nachrichtentechnik GmbH, Findlay Irvine Limited, MPEC Technology Limited, Siemens Mobility Limited and Voestalpine Signaling UK Ltd. The awarded value is £55,742,512 excluding VAT, or £66,891,014.40 including VAT. The contract was signed on 1 July 2026 and runs from 1 July 2026 to 30 June 2030, with an option to extend to 30 June 2034. It permits direct catalogue orders or mini-tenders for call-offs. Evaluation weighted technical quality at 70% and commercial pricing at 30%; technical themes included capability, safety, security, quality, lifecycle management, support, fulfilment, contract management, social value, sustainability and environment. The framework has up to five suppliers and is suitable for SMEs.

This award shows sustained UK rail demand for specialist data-logging hardware and support, with competition between established signalling, mobility, controls and measurement businesses, including SMEs. A credible future competitor would need proven capability to design, supply and maintain rugged data loggers and ancillary equipment for railway infrastructure, integrate products with Network Rail’s RADAR platform, and secure Network Rail product acceptance. Evidence of relevant experience, technical competence, quality assurance, railway health and safety, information security and dependable supply-chain capacity would be important. Suppliers would also need effective lifecycle management, responsive repairs and technical support, firmware and hardware update capability, warranty provision and reliable order fulfilment. Strong commercial governance, environmental management, carbon reduction, social value and the ability to collaborate on standardisation, interoperability and innovation would strengthen a future offering.

A multi-supplier framework agreement for the provision of Data Loggers, Ancillary Equipment, and Associated Services (DLAE&AS). This agreement covers the supply of commercial off-the-shelf (COTS) data logging hardware, ancillary equipment necessary for the installation and operation of data loggers, and relevant services. Suppliers provide the following: * Supply data logging hardware and ancillary equipment that meets Network Rail's product specification, including: * Capable of monitoring various railway infrastructure assets * Compatible with Network Rail's RADAR platform * Compliant with all relevant standards and specifications * Achieve Network Rail Product Acceptance * Provide relevant services, including but not limited to product lifecycle management, security, hardware and firmware updates, repair, and technical support. * Provide adaptable delivery options and comprehensive warranty solutions. * Collaborate with Network Rail and other suppliers, where required, to proactively drive ongoing efficiency, performance, product improvements, and innovation, in alignment with Network Rail's future ambitions. This includes, but is not limited to, mitigating technology lock-in and enabling the integration and standardisation of best-in-class solutions through change control, where appropriate. Out of scope: Analysis of data obtained from data logging hardware. Event monitoring data loggers.

Options: The framework includes an option to run further competitions in the call-off stage, through which new but related goods and services may be procured.

Renewal: The minimum term is four (4) years, with the option to extend for a further four (4) years, up to a total maximum duration of eight (8) years. There is a strong likelihood that the relevant goods and services will continue to be required beyond the expiry of the framework, subject to advancements in technology.
