Summary of the contracting process

The Government Commercial Agency intends to establish the Learning and Development 2 commercial agreement for UK public sector organisations. It will cover a broad range of learning and development services, including off-the-shelf courses, coaching and mentoring, managed learning services, bespoke training, learning management systems and adult skills training funded through various streams. The requirement is for education and training services, with related needs for training software, software development, educational administration, management support, coaching, training video production and training manual preparation. The agreement is intended for public sector use, with delivery locations to be determined through market engagement. It is a services procurement and is expected to operate as a framework agreement.

The expected approach is a light-touch procedure for a framework agreement, with one planned lot. The estimated value is £4,000,000,000 including VAT, or £4,000,000,000 excluding VAT. The planned contract period is 8 December 2027 to 7 December 2035. The buyer expects the next notice to be published by 9 June 2027, with the tender currently planned for a later stage. Initial market engagement took place between May and June 2026, and further engagement with customers and suppliers is planned for late 2026, including webinars and feedback on existing agreements, tendering processes and the proposed agreement design. Suppliers should prepare evidence of relevant service delivery, scalable capacity, curriculum or content development, digital learning capability and the ability to support public sector customers. Businesses interested in shaping the requirement should prepare feedback for the further market engagement planned later in 2026.

Planning Information

The initial round of market engagement to inform the development of the upcoming RM6303 'Learning and Development 2' commercial agreement ran between May and June 2026. 1-2-1 video conference meetings were held with a range of organisations across our current agreements, including representation from SMEs and VCSEs. Further market engagement with customers and suppliers will be held in late 2026. We will be planning webinars for interested suppliers. We will ask for feedback on existing agreements, tendering processes, decisions made so far and proposed agreement design.
