Summary of the contracting process

The Scottish Government is extending a collaborative Dynamic Purchasing System for Internet of Things (IoT) technologies and services. The requirement covers connected devices and infrastructure, including sensors, microelectronics, SIM cards, wireless telecommunications, data transmission, networks, telecommunications, telematics, remote-access software, networking and Internet software, software development, monitoring, control, data-network management and support, and related consultancy. It is a technology services opportunity, with the main classification covering IT consulting, software development, Internet and support services (CPV 72000000). The Scottish Government is the central purchasing body, with delivery across Scotland. The DPS is intended to support future public-sector call-off contracts, with community-benefit requirements determined for each individual call-off.

The process has reached tender: the buyer invited offers through a selective restricted procedure operating as an open Dynamic Purchasing System. The current extension runs for a further 12 months, with the tender submission deadline set for 17 September 2027 at 12:00. Offers must be submitted electronically in English, and must remain valid until 17 September 2027 at 23:59. The single lot has a contract duration of 2,880 days. The estimated procurement value is £3,500,000 including the DPS requirement. At the second stage, at least 30 candidates may be invited. Evaluation allocates 40–80% to technical quality and 20–60% to price. Variants are not permitted; electronic ordering and payment apply, while electronic invoicing is allowed.

This opportunity suits suppliers able to deliver integrated IoT solutions rather than a single standalone product. Relevant capability may include supplying and integrating sensors, microelectronic equipment, SIMs, wireless and telecommunications systems, data-transmission equipment, networks and remote-access software. It also suits software developers and IT consultancies with experience in networking, Internet and intranet applications, monitoring and control systems, data-network management, technical support and associated telecommunications advice. Suppliers should be able to support public-sector call-offs and compete on both technical quality and price. The DPS allows new suppliers to apply to join, while existing suppliers remain enrolled without re-applying. Successful call-offs will include subcontracting provisions and may require community benefits.
