Summary of the contracting process

The London Borough of Hammersmith and Fulham is planning several contracts to replace existing arrangements with electric vehicle charge point operators. The procurement will cover electric vehicle infrastructure across the Council’s current chargepoint portfolio, including the supply, installation, operation, maintenance and support of charging equipment and related systems. The scope also encompasses software and information systems, electrical and mechanical installation, construction and engineering services, project management and procurement consultancy, public utilities, vehicle refuelling support and car park services. This is primarily a services procurement with associated works, under a concession regime. Delivery is centred on the London Borough of Hammersmith and Fulham, London.

This process is at the planning stage and is being used for preliminary market engagement, not to invite tenders. The Council expects to use feedback to shape its procurement strategy and future contracts, but has not committed to proceeding with a procurement or awarding a contract. The engagement is scheduled to conclude on 5 October 2026, with questions expected by 12 noon on 28 September 2026. The current estimated value is £60 million excluding VAT, or £72 million including VAT; the Council says this may change with the eventual lotting structure and market responses. One planned lot is shown, with an indicative contract period from 1 July 2027 to 30 June 2042.

The engagement will suit electric vehicle charge point operators, infrastructure providers, electrical installation and maintenance contractors, software and systems suppliers, engineering and project management consultancies, and businesses providing charging, parking or related public utility services. Suppliers with experience operating sizeable chargepoint portfolios, integrating charging hardware with digital platforms, installing and maintaining electrical equipment, and supporting drivers or transport networks are likely to be well placed to contribute. The Council is specifically seeking current market insight because its existing contracts pre-date significant changes in the electric vehicle infrastructure market. Businesses can use the engagement to explain available technical, commercial and operating models and help shape the future procurement.

London Borough of Hammersmith and Fulham Council (the "Council") are intending to undertake a procurement exercise for several contracts, to succeed those currently in place with numerous Electric Vehicle (EV) Charge Point Operators (CPOs). This Preliminary Market Engagement (PME) exercise will help the Council understand the current Electric Vehicle Infrastructure (EVI) market and landscape, as there has been significant evolution since several of the Council's established contracts commenced. This PME exercise covers a range of areas and is intended to inform the Council's procurement strategy and design of its procurement activity.

Planning Information

This Preliminary Market Engagement (PME) notice is being used to enable the London Borough of Hammersmith and Fulham Council (the “Council”) to understand key details from the EVI market. It is intended that the outcome of this PME will be used to further inform the Council's procurement but the Council is under no obligation to any potential Supplier and/or makes no guarantees to any party, resulting from feedback received to this PME. Please note that the estimated contract value included in this PME Notice is a total figure based on the Council’s current chargepoint portfolio. This value is likely to differ in the Tender Notice, as a result of the lotting structure, and/or responses received to this PME exercise, etc. If you have any questions, these must be submitted through capitalEsourcing, by no later than 12:00 noon Monday 28th September 2026. Questions received and responses provided by the Council will be shared anonymously via capitalEsourcing as part of this PME. This PME must not be considered as confirmation by the Council that any future procurement opportunity will be forthcoming as a result of any activity undertaken as part of the Council’s PME. The Council does not bind itself to running a procurement, or awarding any resultant contract, following the conclusion of this PME. In accordance with the requirements of the Procurement Act 2023 (UKPGA 2023/54), the Council is committed to conducting this PME in such a way that it does not put a supplier at an unfair advantage or disadvantage. The Council will not adopt any technical advice in the preparation of any procurement activity from anyone where this may prejudice this requirement or otherwise distort competition.
