Summary of the contracting process

South West Smart Applications Limited, trading as Smart Applications Management (SAM), plans a framework for three areas of public transport ticketing and revenue protection. Lot 1 covers transit payment services that connect contactless bank-card payment terminals with existing account-based ticketing systems, process taps, protect cardholder data, calculate fares, and support payment authorisation and settlement. Lot 2 covers secure physical and mobile-wallet travel tokens, including card production, fulfilment, account integration and credential management. Lot 3 covers handheld inspection devices for checking tickets, smartcards and contactless payments, with links to transport back-office systems. The framework is intended for public transport bodies and operators across the United Kingdom, including the Channel Islands and the Isle of Man.

This is at the planning stage: SAM has announced an intention to procure, but there is no invitation to tender yet. It expects an open procedure for a framework agreement, with suppliers able to compete for one, two or all three lots. The estimated total value is £60 million excluding VAT (£72 million including VAT), with £20 million excluding VAT (£24 million including VAT) estimated for each lot. The expected contract period runs from 5 January 2027 to 4 January 2035. The buyer expects to publish the next notice by 15 October 2026. The proposed assessment weights quality at 60%, price including ongoing costs at 30%, and social value at 10%; purchasers may apply their own weightings when assessing suppliers for call-offs.

The framework is suited to specialist payment processors, ticketing technology providers, secure card and mobile-token providers, and manufacturers or suppliers of handheld inspection equipment. Lot 1 calls for expertise in contactless EMV payments, encryption and tokenisation, transit transaction processing, fare-engine interfaces, and acquiring and settlement. Lot 2 favours suppliers able to generate and personalise secure cards, provision mobile-wallet credentials, manage card stock and fulfilment, and integrate token accounts with account-based ticketing systems. Lot 3 requires devices that can inspect 2D barcodes, contactless EMV and ITSO smartcards, alongside integration with transport back offices. Suppliers should prepare evidence of technical and financial capacity, quality and social value, and pricing for products, services and ongoing software or maintenance. The buyer also allows related options alongside each lot’s core offer.

RIDs are vital tools used by Revenue Protection officers to enable them to determine if passengers have paid for their travel (when inspecting pre-purchased ticket products or smartcards) or have validated their PAYG travel media correctly, indicating that they intend to pay for their travel. The Framework Lot RIDs support the following: * Inspection of a range of travel media including multi-format 2D Barcodes, Contactless EMV and ITSO Smart Cards. * Multiple models of Contactless EMV inspection, including Immediate, Deferred and Hybrid * Integration with back-office services including eTVD, ITSO HOPS, ABT Back offices and Transit Payment Service Providers (TPSPs) as required for the travel media and inspection models in operation
