Summary of the contracting process

Radius Housing Association intends to procure electronic security services for its housing schemes and offices across Northern Ireland. The work covers CCTV installation, servicing and maintenance, downloading footage for the association, and supplying footage for insurance, police or legal purposes. It also includes designing systems for new-build projects, upgrading analogue CCTV to digital, and fitting systems with remote access and night vision. The contract also covers maintenance and repair of entrance barriers and access-control equipment, including roller shutters, rising-arm barriers, sliding gates, pneumatic gates, bollards and magnetic door releases. The supplier will programme access devices such as fobs, swipe cards, buttons and digital card readers. The work includes supporting anti-crime projects in areas with high levels of antisocial behaviour.

This is at the planning stage: Radius Housing is conducting preliminary market engagement to inform its business planning and any later procurement. It is not a tender, and the questionnaire responses will not be scored in a future tender; taking part, or not taking part, will not affect eligibility or confer an advantage. The buyer is seeking views on establishing a robust, value-for-money contract and expects to appoint one supplier through a subsequent procurement. The anticipated service period is 1 April 2027 to 31 March 2030, with possible extension to 31 March 2032. The market consultation questionnaire was expected by 3pm on 19 November 2026. No procurement value is stated.

This work is suited to a supplier with proven experience delivering CCTV and access-control installation, servicing and rapid-response maintenance across multiple housing and office sites in Northern Ireland. Relevant capability includes understanding varied CCTV systems and securely downloading footage, working with statutory bodies and multi-agency teams on legal or evidential requests, designing systems for new builds and crime-prevention projects, and upgrading analogue equipment. The supplier must be able to repair the specified range of entrance barriers and access systems, supply its own hard drives for footage downloads, and programme access-control devices. The service requirement calls for a 30-minute response when requested for a CCTV download or barrier maintenance anywhere in Northern Ireland. Suitable suppliers should be able to prepare risk assessments and procedural instructions for contract award.
