Summary of the contracting process

The Scottish Procurement Alliance (SPA), through LHC Procurement Group, is developing a framework for public sector asset safety and statutory compliance services across Scotland. The indicative scope spans asbestos consultancy, surveys and removal; property security; water hygiene testing and treatment; heating, ventilation and air-conditioning compliance; electrical inspection, testing and remedial work; and building safety. Other statutory compliance disciplines may be added following market engagement. The framework is intended to build on SPA’s existing ASC1 arrangement and provide a broad asset safety and compliance solution for public sector organisations. The market engagement is also exploring digital compliance management, data and reporting, social value and sustainability, alongside potential regional and national delivery models.

This is at the planning stage: SPA is developing the procurement and undertaking preliminary market engagement, not inviting tenders. The scope and framework structure remain under development and may change after engagement. SPA is exploring procurement and commercial approaches, possible lots or workstreams, and regional or national delivery models. The buyer expects a further notice on 31 March 2027; this is an indicative future publication date, not a bid deadline. The record gives no procurement procedure, evaluation criteria, contract value or duration. Interested organisations can register for the market engagement and express interest through the LHC supplier portal to receive updates as the procurement develops.

The proposed framework could suit suppliers working in one or more specialist compliance areas, as well as providers able to coordinate broader asset safety services for public sector clients. Relevant capabilities include asbestos consultancy, surveying and removal; security and property protection; water hygiene; HVAC compliance; electrical testing and remedial work; and building safety. Suppliers with expertise in statutory compliance, changing legislation and regulation, digital compliance systems, data management and reporting may also be well placed to contribute to the emerging requirements. SPA is using market engagement to understand delivery models, workstream and lot design, and social value and sustainability priorities, so these are useful areas for suppliers to prepare input on. The eventual requirements and framework design may change following that engagement.
