Summary of the contracting process

The Scottish Government is currently in the planning stage for a procurement process titled "Internet of Things - Technologies and Services." This initiative aims to assess the demand, supply, and feasibility of establishing a national collaborative arrangement for IoT technologies and services. The planning documents indicate that input from suppliers is being sought, with key deadlines such as the survey response deadline on 2 November 2018. The opportunity encompasses various services within the IoT industry and is intended to benefit the Scottish public sector, primarily focusing on efficiencies and economic advantages.

This tender provides valuable opportunities for businesses engaged in IoT solutions, including those offering device management, data analytics, and security services. The planned collaborative arrangement will allow businesses to participate in a dynamic purchasing system, making it easier for them to access public sector contracts. Companies that specialise in technological innovation, data management, and IoT-related hardware and consulting services would be well-placed to compete for this contract, supporting the broader goal of enhancing digital capabilities across the Scottish public sector.

Notice Description

Scottish Procurement is undertaking an opportunity assessment to determine the demand, supply, scope and feasibility of establishing a national collaborative arrangement for the provision of Internet of Things (IoT) technologies and services.

Lot Information

Lot 1

Scottish Procurement is considering the establishment of a collaborative arrangement for the provision of IoT technologies and services. IoT has a number of definitions but can be viewed as a network of dedicated physical objects that contain embedded technology to sense or interact with their internal state or external environment, connect and exchange data. This exchange of data can create opportunities for public bodies in terms of efficiencies and economic benefit. The scope of any new collaborative arrangement is still being considered however the broad scope could include: - Device management - Software that enables manual and automated tasks to create, provision, configure, troubleshoot and manage fleets of IoT devices and gateways remotely, in bulk or individually, and securely. - Integration -- Software, data, tools and technologies which will accomplish IoT related business functions within an organisation. - Data management -- Including ingesting IoT endpoint and edge device data, storing data from edge to enterprise platforms and providing data accessibility, tracking lineage and flow of data and enforcing data and analytics governance policies. - Analytics - Including processing of data streams to provide insights into asset state by monitoring use, providing indicators, tracking patterns and optimising asset use. - Subscription and connectivity management - Including subscription lifecycle management, stand-alone (on-demand) connectivity, interoperability and connectivity performance management. - Application enablement and management -- Including software that enables business applications in any deployment model to analyse data and accomplish IoT-related business functions. - Security -- Including software, devices, tools and practices facilitated to audit and ensure compliance, as well as to establish and execute preventive, detective and corrective controls and actions to ensure privacy and the security of data across an IoT solution. - IoT related hardware, eg. Sensors, gateways, etc - IoT advice and implementation services. This PIN is issued to provide advance notice to the supply market of this potential opportunity, but more importantly, to seek views and comments on some areas that will assist in the development of this opportunity assessment.
