PfH Scotland Whole House Refurbishment Framework
Notice Description
PfH Scotland wish to establish a framework agreement for Whole House refurbishment works over six lots. This will include; Kitchen Installations, Bathroom Installations, Disabled Adaption installations, Roofing Repair and Maintenance, hard Landscaping and Cyclical Painting. The Contract is to be split over six geographical regions. The duration of the framework agreement is to be four years.
Lot Information
Roofing Repair, Maintenance and Installation
Roofing Repair, Maintenance and Installation and Associated Works included but not limited to, roofing repair and maintenance, sheeting works, guttering, scaffolding works, installation and upgrade of solar panels, roofing painting and cement works.
Hard LandscapingHard Landscaping and Associated Works including but not limited to, hard landscaping, installation of gates and fencing, drainage works, driveways and associated woks.
Cyclical PaintingCyclical Painting and Associated Works including but not limited to, external painting, internal painting, decorating, scaffolding, paint stripping and paint repair works.
Kitchens Installations and Associated WorksLot 1 - Kitchen Installation and Associated Works, including but not limited to, kitchen installations, electrical works, heating upgrades, minor building alteration works, flooring, tiling and associated appliance works.. For electrical works that are to be carried out, contractors must hold NICEIC, Select or a national equivalent either directly or within the supply (where they are relying on their supply chain for electrical works)
Disabled Adaptations and Associated WorksDisabled Adaptation installations including but not limited to, installation and upgrades of hoists, stair lifts, electrical works, bathroom adaptations, railings, the upgrade and installation of ramps and other means of disabled access and associated building alterations.. Where electrical works are to be carried out suppliers must hold NICEIC, Select or national equivalent, either directly or within their supply (where they are relying on their supply chain for electrical works)

"description": "Organisations are required to have an minimum annual turnover in the last financial year of 1m GBP(million) pounds and must be able to provide audited accounts for the last two years if requested. Additionally organisations are required to have an Experian credit score greater than 50 or can demonstrate to the satisfaction of PfH Scotland that its financial positon is sufficiently robust to merit a place on the framework. PfH will obtain an independent third-party risk report from Experian using the company registration number supplied by the bidder. Any bidder who does not meet the minimum threshold of 50 out of 100 (Average Risk) will be subject to further investigation. This may entail a review of recent accounts and PfH reserves the right to request additional information to satisfy itself that the organisation is financially secure. PfH reserves the right to reject a bidder where it has doubts over the financial position of an organisation. It is the bidder's responsibility to ensure that all information held by Experian is accurate when submitting their tender. Bidders are required to hold (or commit to holding) a minimum of 5 (million) pounds GBP Employers Liability Insurance and a minimum of 5 (million) pounds GBP of Public Liability Insurance. For lots 3 and 4 only Professional Indemnity Insurance of at least 2m (million) pounds GBP must be held (or commit to hold)."

Bidders are required to hold a UKAS (or equivalent) accredited independent third-party certificate of compliance in accordance with BS EN ISO 14001 or can demonstrate it has robust equivalent environmental standards in accordance with Document 2 of this tender. This Framework may be used by any contracting authority listed in or referred to in the OJEU Notice. This includes: All current members of PfH at the time of the OJEU notice for this procurement; Any registered provider of social housing (or Welsh registered social landlord ,or Scottish registered social registered social landlord) that becomes a member of PfH during the period of the Framework Agreement; Any public authority (as defined in the Freedom of Information Act 2000 for public authorities in England, Wales, Northern Ireland and UK-wide public authorities based in Scotland, or as defined in the Freedom of Information (Scotland) Act 2002 for Scottish public authorities) that becomes a member of PfH at any time during the period of the Framework Agreement; Any local authority (as defined in the Local Government Act 1972 for public authorities in England and Wales or as defined in the Local Government (Scotland) Act 1973 for Scottish local authorities or as defined in the Local Government Act (Northern Ireland) 1972 for local authorities in Northern Ireland) that becomes a member of PfH at any time during the period of the Framework Agreement; Any housing Arm's Length Management Organisation (ALMO) that becomes a member of PfH during the period of the Framework Agreement; Any wholly owned subsidiaries of any of the above Organisations And any other contracting authority listed on the following page of the PfH website http://procurementforhousing.co.uk/permissible-users/ at the time of the OJEU notice for this procurement.
