Summary of the contracting process

Perth & Kinross Council intends to procure planned preventative and reactive maintenance for public buildings across the Perth and Kinross Council area. This is a works contract divided into 13 lots, covering electrical systems; fixed wiring inspection and testing; fire and life-safety systems; security and access systems; remote alarm monitoring; L8 risk assessments; commercial catering and kitchen systems; water management and hygiene; specialist systems and equipment; mechanical services including heating, plumbing and ventilation; single-ply roofing; drainage and environmental systems; and minor works and multi-trade support. The scope includes inspection, testing, compliance monitoring, emergency and reactive repairs, equipment maintenance and associated specialist works across council buildings, including schools and other public facilities. Lot 13 includes reactive multi-trade work delivered by three suppliers.

This procurement is at the planning stage: the council has announced an intention to buy and has not yet issued an invitation to tender. The council expects to use an open procedure for a contract with an estimated total value of £43,348,500, including 13 planned lots with individual estimated values ranging from £91,000 for L8 risk assessments to £9,923,000 for electrical systems. The planned contract notice is expected on 1 October 2026. A supplier engagement event is planned for 4 September 2026 at the Civic Hall, 2 High Street, Perth, from 2:45pm to 4:30pm; suppliers are expected to register in advance. The procurement is covered by the Government Procurement Agreement and is based on the 2014 EU public procurement legal framework.

The future market will suit contractors and facilities-management providers with established teams for building maintenance, planned servicing, emergency response and reactive repairs. Relevant specialists include electrical testing and installation firms; fire, security, alarm and life-safety engineers; water-hygiene and L8 compliance providers; catering-equipment specialists; mechanical, heating, plumbing, ventilation and gas contractors; roofing, drainage and environmental-services firms; and suppliers of minor building and multi-trade works. Experience of maintaining public buildings and coordinating work across a varied estate will be useful, particularly for the facilities-management and multi-trade lots. Suppliers should prepare evidence of suitably qualified personnel, technical competence, safe working arrangements, compliance experience and capacity to provide responsive services. Businesses able to cover several disciplines may consider the broader support requirements, while smaller specialists may focus on individual lots.
