Notice Description
The contract includes the planned and reactive servicing, maintenance and testing of heating systems to circa 23,000 dwellings owned and/or managed by ForHousing in the North West of England which are predominately fueled by natural gas. The contract also includes the installation of new heating systems, and includes both domestic and commercial plant and equipment. Additionally, the contract includes elements of other property inspections/testing e.g. smoke detectors etc. Under the contract, Liberty Group Investments Limited (Liberty) will provide RLO support to help obtain access to properties. ForHousing is appointing Liberty as a long-term partner to support stable operations and to invest in services and technology. The contract value is PS6m per annum, with a total value of PS60m over the 10-year term of the contract.

The proposed Heating, Electrical, and Renewables framework aims to deliver a full range of heating works and electrical solutions to building portfolios across the public sector. In addition to established core works/services, this offer also includes the provision of heating related renewable technologies, as well as provision for EV charging. It is our intention to support public sector businesses to meet their net zero targets by offering market leading solutions, and innovative, and cost-effective alternatives. Domestic Heating (Combustibles)ForHousing is a Member of the Fusion21 (F21) Member's Consortium. The contract, which has been awarded to Liberty, has been awarded under Lot 1 and Lot 6 of the F21 Heating, Renewables, and Electrical Framework (2024-28) (2023/S 000-028807). ForHousing has awarded a 10 year contract to Liberty for the provision of planned and reactive servicing, maintenance and testing of heating systems, and certain services and works relating to domestic and commercial plant and equipment. Liberty is the number 1 ranked contractor across Lot 1 and Lot 6 for the North West of England, and the contract has been awarded using the Direct Award with Negotiation procedure as set out in Schedule 13 of the Framework. The core pricing model within the framework is based on a schedule of rates and the call-off pricing has been established by applying quantities to the tendered rates. The ability to direct award under the framework agreement allows the contract to be procured in compliance with the framework terms.
Domestic Heating (Electric)Design, Installation, Servicing, Maintenance and Testing of domestic electrical heating systems and/or hot water systems, including but not restricted to electric storage heaters, , electric boilers, systems, panel heaters, infra-red radiant heaters, wall-mounted electric radiators and underfloor electric heating. This scope does not preclude non- domestic properties being included as part of a wider domestic portfolio.
Domestic Heating (ASHP)Design, Installation, Servicing, Maintenance and Testing of air source heat pumps. This scope does not preclude non- domestic properties.
Domestic Heating (GSHP)Design, Installation, Servicing, Maintenance and Testing of ground source heat pumps via closed loop horizontal loop / vertical boreholes for domestic properties, including works to dwellings and communal areas.
Commercial Heating (GSHP)Design, Installation, Servicing, Maintenance and Testing of ground source heat pumps via closed loop horizontal loop/vertical boreholes for non-domestic properties.
Commercial Heating (All)Design, Installation, Servicing, Maintenance and Testing of commercial heating systems and other mechanical/electrical installations. The scope of this lot includes a full range of heating systems including, but not limited to, gas, LPG, oil, solid fuel, electric, district heating, HVAC, hot water generation plant, heat interface units or renewable technologies.
Electrical TestingTesting, and associated remedial repair of electrical fixed wire systems. The scope of this lot includes: EICRs and associated remedial works, PAT testing, and Lightning conductor testing.
Electrical WorksDesign, Installation, Servicing, Maintenance and Testing of electrical fixed wire systems and connected equipment. The scope of this lot includes: Partial and full rewires, LED lighting, Ventilation, Electric Vehicle Charge Points (EVCP).
Solar PV and Battery StorageDesign, Installation, Servicing, Maintenance and Testing of Solar Photovoltaic (PV) Systems, Battery Storage and associated works.
Quality Assurance AuditIndependent quality assurance audits, technical consultancy/advice and training relating to gas, electric, fire, asbestos, and water hygiene. Scope includes: Investigations, policy reviews, training, and data management.
Procurement Information
For Housing Limited was not required to publish a call for competition in the Find a Tender Service for the call-off contract on the basis that this contract has been awarded pursuant to the Fusion21 framework. ForHousing Limited and Fusion 21 are satisfied that the call-off contract has been awarded in compliance with the framework agreement and in accordance with its terms. As such, the call-off contract is permitted under the Public Contracts Regulations 2015 (the "PCR") and complies with the rules re. awarding contracts based on framework agreements as set out in regulation 33(8)(a) of the PCR. A Contract Notice (2023/S 000-028807) and corresponding Contract Award Notice (2024/S 000-003257) were published for the framework but the prior publication of a Contract Notice was not needed for this call-off.
