Summary of the contracting process

Caerphilly County Borough Council is in the planning stage for a procurement process titled "Sheltered / Group Housing: Analogue to Digital Migration of Scheme Telecare Alarm Equipment." This process falls under the services category and is governed by Welsh devolved regulations. The procurement aims to identify providers capable of migrating the existing analogue telecare alarm systems to a digital platform interacting with the Enovation UMO platform. Preliminary market engagement is currently underway, with a deadline for expressions of interest set for 12 Noon on 11 April 2025. The contract's indicative value is between £300,000 and £400,000, and the anticipated contract period spans from 1 April 2026 to 31 March 2031, with potential extensions until March 2033. The services required include computer equipment, telecommunications installation, and maintenance services, all to be delivered in the region of South East Wales, UKL16.

This tender presents a significant opportunity for businesses specializing in digital telecommunications, computer hardware, and security services. Companies skilled in integrating digital systems with existing infrastructure or offering comprehensive system replacements would be well-suited to compete. The engagement process does not commit the council to a specific procurement route at this stage; however, by participating early, businesses can position themselves favorably for the eventual tender. This project could lead to long-term growth for businesses by aligning their services with public sector needs and enhancing their portfolios with high-value, technically complex projects.
