Summary of the contracting process

London North Eastern Railway Limited is procuring a next-generation on-train Wi-Fi service for its Azuma fleet. The requirement covers the supply and installation of the necessary hardware, passenger and staff end-user connectivity, data backhaul, user authentication and data capture. The existing fleet comprises 43 nine-car trains carrying up to 615 passengers and 22 five-car trains carrying up to 302 passengers, with further trains of similar size expected. The service will support rail operations across the United Kingdom and may also be used for additional LNER trains or trains operated by other train operating companies. Tender responses are due by 16 October 2026 at 12:00 BST, and the intended award decision is due by 18 December 2026 at 23:59 UTC. The initial contract is planned to run from 2 January 2027 to 31 December 2034, with two possible two-year extensions. The estimated value is £34.6 million excluding VAT, or £41.52 million including VAT. Evaluation is weighted 40% whole-life cost, 20% specification compliance, 20% solution implementation and governance, 10% continuous service improvement and 10% social value. Electronic submission is allowed in English.

This Procurement is a Competitive Flexible Procedure open to members of the GCA Dynamic Market RM6370 Space Technology Solutions (https://supplierregistration.cabinetoffice.gov.uk/dm/RM6370) LNER is looking to procure a new solution with the ability to provide LNER customers and on train staff with high-quality Wi-Fi on LNER's fleet of 65 trains: The current fleet encompasses 43 x 9 car trains carrying up to 615 passengers and 22 x 5 car trains carrying up to 302 passengers. There will be additional 10 trains with similar numbers to the 9 car trains in the future. The requirement covers the provision and installation of relevant hardware, delivery of end-user service and provision of data backhaul, also including authentication and data capture. Tenderers must be members of the Dynamic Market RM6370 (https://supplierregistration.cabinetoffice.gov.uk/dm/RM6370 ) at the time of the tender response deadline with the following part numbers for their bids to be considered: 143 SATCOM User Terminal 205 Up-Link and Down-Link Services 210 Communication Services 235 SATCOM Ground Segment Services 236 SATCOM User Terminal Services 237 SATCOM - Management Services 240 SATCOM - Security Services To meet this requirement applications to join the dynamic market must be submitted no later than 23/09/2026. Options: The initial contract covers the provision of Next Generation On Train Wifi for LNER's existing fleet of class 80x (Azuma) trains. The contract will contain an option to call off Next Generation On Train Wifi provision for additional LNER or other Train Operating Companies' trains of the same or different traction by LNER or Train Operating Companies.

Renewal: The Operator may extend this Agreement for two periods of two years each, the first commencing on expiry of the Initial Term and the second commencing on expiry of the first Renewal Term The maximum duration of this Agreement, is the period from the Commencement Date to the date falling nine years after the Longstop Date (24 months from the commencement date)
