Building Works Framework 2026
Notice Description
This procurement is being conducted by the Metropolitan Police Service (MPS) on behalf of the Mayor's Office for Policing and Crime (MOPAC) who are the Contracting Authority as defined in Section 2 of the Procurement Act 2023. Multi Lot Building Works Framework (BWF) to replace an existing BWF so as to deliver various works across the Metropolitan Police estate. This agreement will provide access to construction works and associated services for projects across 9 Lots as described below. Lot Information
Minor Works up to PS2m
This Lot supports the delivery of a significant number of smaller capital projects per year typically between PS0.5M and PS1M, These include forward works, planned preventative maintenance, and other activities that enable informed client decision-making. Works will primarily be undertaken within occupied buildings alongside live police operations.
Options: Framework/Lot Duration. The Authority reserves the right to extend the Framework Agreement on all or individual Lots by an additional one year. Framework / Lot Value The BWF26 framework ceiling value (subject to the provisions of the Procurement Act) has been set at PS560M excl. vat, this covers the maximum estimated spend over the Framework term; 4 years with a 1-year extension, plus additional headroom considered necessary and prudent to provide for additional capacity to respond to operational policing estate related requirements. The MPS reserves the right to increase or decrease the volume of work in each Lot and/or the Framework as a whole depending upon MPS's operational requirements to maintain the Police Estate during the period of the Framework. There is no guaranteed spend or commitment under BWF26 and it is difficult to predict the demand from the MPS and other Framework users (described as Contracting Authorities) over its lifetime with accuracy. Other Contracting Authorities are identified in the Contract Notice for this procurement, however the MPS can give no guarantee nor visibility of any spend they may seek to procure via this Framework. Major Works up to PS20mThis Lot supports the delivery of intermediate to major value capital projects typically valued between PS2M to PS5M involving full-building refurbishments and redevelopments. Suppliers must be competent to undertake projects under full building possession as well as phased or partial possession within occupied police buildings.

Mechanical & Electrical up to PS5MThis Lot supports the delivery of capital projects focused on mechanical and electrical engineering works, including building services forward works and planned preventative maintenance. The majority of works will be undertaken within occupied police buildings, requiring careful coordination to maintain operational continuity.

Operational Support & Dangerous StructuresThis Lot supports the delivery of property and building-related requirements to assist criminal investigations, major incidents, and special events, including specialist dangerous structures services. Works and services will often be required on a 24/7 basis, providing rapid response and logistical support in live operational environments. Some elements will involve direct delivery, while others will be provided in a supporting capacity alongside MPS teams.

Estate Security Specialist Design & BuildThis Lot supports the delivery of Electronic Security Systems across the estate with a typical value up to PS0.5M. This includes CCTV, Access Control, Intruder Detection and related infrastructure. Goods and services will be required direct and through other framework suppliers as sub-contractors. Work delivery will often be at 24/7 Operational buildings, sometimes providing rapid response to site and operational support in secure and sensitive environments. Some elements will involve direct delivery, while others will be provided in a supporting capacity alongside or subcontracted through other framework suppliers.

Facilities Management Mechanical and Electrical Works and Building Fabric WorksThis Lot supports the delivery of capital projects focused on small mechanical and electrical (M&E) engineering works and building fabric works up to PS0.5M. This includes building services forward works and planned preventative maintenance. Works will typically be undertaken within occupied police buildings, requiring careful coordination to maintain operational continuity. Smaller works typically between PS25K and PS100K will be called-off via the MPS FM Integrator acting as Principal Designer (PD). These works will be allocated on a rotational basis under measured term contracts and may include reactive and critical works. Services will often be required on a 24/7 basis, providing rapid response and logistical support in live operational environments. Some elements will involve direct delivery, while others will be provided in a supporting capacity alongside MPS teams.

Forensic Laboratory ServicesThis Lot supports the delivery of capital projects up to PS1M for major service visits, validations for UKAS accreditations in-line with ISO clean rooms. The majority of works will be undertaken within occupied police buildings, requiring careful coordination to maintain operational continuity. Disturbances to the operational ability of the Lab environments must be kept to a minimum and any shutdowns will require significant planning and approvals.
Options: Framework/Lot Duration. The Authority reserves the right to extend the Framework Agreement on all or individual Lots by an additional one year. Framework / Lot Value The BWF26 framework ceiling value (subject to the provisions of the Procurement Act) has been set at PS560M excl. vat, this covers the maximum estimated spend over the Framework term; 4 years with a 1-year extension, plus additional headroom considered necessary and prudent to provide for additional capacity to respond to operational policing estate related requirements. The MPS reserves the right to increase or decrease the volume of work in each Lot and/or the Framework as a whole depending upon MPS's operational requirements to maintain the Police Estate during the period of the Framework. There is no guaranteed spend or commitment under BWF26 and it is difficult to predict the demand from the MPS and other Framework users (described as Contracting Authorities) over its lifetime with accuracy. Framework / Lot Value The BWF26 framework ceiling value (subject to the provisions of the Procurement Act) has been set at PS560M excl. vat, this covers the maximum estimated spend over the Framework term; 4 years with a 1-year extension, plus additional headroom considered necessary and prudent to provide for additional capacity to respond to operational policing estate related requirements. The MPS reserves the right to increase or decrease the volume of work in each Lot and/or the Framework as a whole depending upon MPS's operational requirements to maintain the Police Estate during the period of the Framework. There is no guaranteed spend or commitment under BWF26 and it is difficult to predict the demand from the MPS and other Framework users (described as Contracting Authorities) over its lifetime with accuracy. Other Contracting Authorities are identified in the Contract Notice for this procurement, however the MPS can give no guarantee nor visibility of any spend they may seek to procure via this Framework. The MPS's capital programmes are expected to account for the majority of BWF26 construction framework spend. The actual value of works procured through the lifetime of the Framework will be dependent upon the performance of the Framework and MPS stakeholder usage, its suppliers, future MPS spending commitments and MOPAC strategic decision making. Contracting Authorities/ Contract Location UKI - London (MPS, including CTPHQ and GLA Group Contracting Authorities) UK - United Kingdom (CTP regions and NCA). Services will be delivered primarily within Greater London Metropolitan District, but the framework will also provide the option to fulfil United Kingdom wide requirements where in support of those named Contracting Authorities engaged in UK wide Counter Terrorism policing . Framework Agreement/ Lot Award In the event that there is a challenge to the Competition and such a challenge is confined to any one particular lot/sub-lot, the Authority reserves the right to the extent that it is lawful to do so, to conclude a Framework Contract with the successful Suppliers in respect of the Lot(s) that has (have) not been so challenged. The Authority also reserves the right to extend Lots by varying durations. BWF26 will be the primary procurement vehicle for the MPS for its capital build and refurbishment programmes, it is not the sole primary procurement vehicle. Meaning the MPS retains the flexibility to procure outside of the framework in support of its strategic objectives as and when required. Additional Quantities/ Lot /Call-off Contract Options In the event that additional services requirements or scope of services necessitates a change to the services identified in the Statement of Services Requirements, a change notice will be issued to all relevant Lot service Providers. Note that the provisions of Section 6 of the Police Reform and Social Responsibility Act 2011 (\"the Act\") provides that the MOPAC must secure the maintenance of the Metropolitan Police Service, and secure that the Metropolitan Police is efficient and effective. In carrying out its functions, the MOPAC may, under paragraph 7, Schedule 3 of \"the Act\" \"do anything which is calculated to facilitate, or is conducive or incidental to, the exercise of the functions of the Office\". Change options may include: Call-off Contract Extensions: Option to extend call-off by not more than 12 months in duration. Additional/Phased Works: The option to activate future phases of a build to the same Provider based on performance and budget availability. Indexation and Price Adjustment Options: The option to adjust pricing mechanisms during the framework term to protect against volatile material costs."
