Summary of the contracting process

Caerphilly County Borough Council established a framework for Adnodd, a Welsh Government arm’s-length body that coordinates educational resources supporting the Curriculum for Wales and its qualifications. The requirement covers Welsh-medium and bilingual provision in Welsh and English, including adaptable, user-friendly materials for practitioners and learners. Five service areas are included: digital and multimedia educational resources; printed educational resources using established distribution channels; creative content such as writing, illustration and graphic design; education, policy, children and young people consultancy; and research, data collection, analysis and evaluation. This open procedure has been awarded and contracts are active. Awards were made on 14 May 2026, with contracts signed on 3 July 2026. The framework runs from 3 July 2026 to 31 May 2030, with extension options to 31 May 2034. Appointed suppliers are recorded across all five lots. Award values are £11.2m for digital and multimedia resources, £22m for print resources, £1.2m for creative content, £1.2m for consultancy and £0 for research, data and evaluation; contract records show £11.2m, £11.2m, £1.2m, £1.2m and £1.2m respectively. Bidders could apply for multiple lots but receive no more than three. Lots 4 and 5 are mutually exclusive. Lot 4 suppliers cannot join lots 1–3 proposals for the same project. Evaluation was quality and price, weighted 80:20 for lots 1, 2, 4 and 5, and quality only for lot 3. The framework can reopen to new suppliers at set points and call-offs normally use mini-competitions.

We lead and coordinate the work of providing adaptable and user-friendly educational resources in both Welsh and English to inspire the teaching and learning of the Curriculum for Wales. Our vision is that all our practitioners and learners, whatever their background, have the right to high quality educational resources that will spark their imagination, support their well-being, and encourage a lifelong love of learning. In line with our remit letter Adnodd must ensure that relevant, timely resources and supporting materials are available in Welsh or bilingually in both Welsh and English, at the same time, to support the Curriculum for Wales and its qualifications. To ensure that we reflect and meet the needs of the education sector and key stakeholders; ensure value for money; and make the best use of the expertise, knowledge and skills available in Wales, and beyond, we want to establish an open Framework of suppliers; creative content creators; research, data and evaluation providers; and consultants from the education sector and beyond. Adnodd will utilise the framework agreement for the procurement of goods and services, specifically to commission educational resources; creative content; research, evaluation and data projects; and consultancy services in line with the call off terms and conditions.
