Summary of the contracting process

Sovereign Network Group is procuring a fully managed personal safety service for colleagues working in the community, customer-facing roles and higher-risk environments. The requirement combines personal safety devices with a mobile application, 24/7 alarm receiving and incident management, a management platform, and integration with SNG systems including HR systems. The provider will supply, replace and maintain devices throughout their lifecycle and manage ongoing service availability. The service also includes user, device and operational oversight, with optional body-worn cameras as a future or additional capability. Related work covers safety equipment, security and alarm systems, security software, industry-specific software, IT support and alarm monitoring. Technology unrelated to handheld or app-based personal safety devices is outside the scope. Delivery is for SNG’s operational workforce and systems.

The procurement has reached tender: SNG invited offers through an open competitive flexible procedure under the Procurement Act 2023. It has two planned stages: an initial submission covering the Procurement Specific Questionnaire and initial tender, followed where required by negotiation or dialogue and a final tender. Enquiries had to be submitted by 27 July 2026 at 11:00, and tender submissions by 10 August 2026 at 11:00. The intended award decision date is 17 November 2026. The single contract is planned to run from 3 December 2026 to 30 June 2031, with two optional 12-month extensions to 30 June 2033. The stated overall value is £1,075,000 excluding VAT, or £1,290,000 including VAT. Evaluation is 75% quality and technical, 20% price and 5% social value.

This opportunity suits suppliers able to provide an end-to-end personal safety technology and managed monitoring service rather than standalone hardware or software. Relevant capability includes supplying devices for varied working environments, operating a 24/7 alarm receiving centre, handling alerts and incidents, and providing a reliable management platform. Suppliers should be able to integrate the service with HR and other organisational systems, automate user and service processes, and manage logistics, replacements and device availability across the contract lifecycle. Experience in security systems, alarm monitoring, mobile applications, security software and supporting IT services is directly relevant. The requirement is marked as suitable for small and medium-sized enterprises. Providers offering body-worn camera capability may also address the optional future or additional requirement.
