Summary of the contracting process

Procurement for Housing (PfH) is developing a mechanical, electrical, energy and compliance works framework for public sector organisations across housing, central and local government, emergency services, health, education and transport. Work is intended for estates and premises throughout England, Wales, Scotland and Northern Ireland. The proposed scope covers mechanical plant and heating, ventilation and air conditioning; building energy management systems; minor mechanical and electrical works and refurbishment; and a multidisciplinary lot combining these areas with heating, net zero, fire safety and compliance measures. The wider work includes installation, repair, maintenance, inspection and engineering support for building services and related equipment.

This is at planning stage: PfH has set out an intention to procure, but has not issued an invitation to tender. It expects to use a framework agreement, with four proposed lots covering mechanical plant and HVAC, building energy management systems, minor M&E works and refurbishment, and a multidisciplinary package. PfH expects to publish a future notice on 1 February 2027. The proposed framework period runs from 1 September 2027 to 31 August 2031. The estimated value is £500 million excluding VAT (£600 million including VAT). As part of preliminary market engagement, PfH invited suppliers to comment on the proposed lot structure, specifications, pricing methodology and other tender or framework set-up requirements by 6 November 2026; it planned to issue a questionnaire and may hold individual follow-up meetings.

The framework is intended for suppliers able to deliver building mechanical and electrical services across public sector estates, from specialist mechanical plant, HVAC or building controls through to minor works, refurbishment and broader multidisciplinary delivery. Relevant capabilities may include heating and energy systems, net-zero measures, fire safety and compliance, as well as installation, maintenance, inspection, testing and engineering support. The proposed lot structure offers scope for specialist providers as well as businesses able to cover several service areas. PfH says it is seeking supplier expertise to shape the framework, including advice on specifications and pricing; interested businesses can contribute through the planned market engagement. The procurement covers public sector clients and buildings across all four UK nations, so suppliers should consider whether their delivery capacity matches this geographic reach.
