Traffic Scotland Operations and Infrastructure Services
Notice Description
The Suppliers' responsibilities will include the maintenance of existing, and construction of new or replacement Traffic Scotland Equipment generally comprising of all intelligent transport systems related equipment, transmission buildings located on the Trunk Road and part of the non-trunk road, associated communications equipment, computers and operator workstations operated, maintained and developed in the provision of the Traffic Scotland Service. The Services also include the management, maintenance and operation of the Traffic Scotland National Control Centre, and back up facility, where Traffic Scotland operate the Traffic Scotland Systems to monitor, manage and operate the Scottish trunk road network on behalf of the Scottish Ministers. Further responsibilities include delivery of the Traffic Scotland Radio Service, social media and data services, all of which enhance the accuracy and credibility of travel information to travellers.
Lot Information
Operations Services
The proposed contract will be in place for a period of 5 years with potential for two 1 year extensions. The intention of this competition is to procure two suitably experienced and qualified economic operators to permit the execution of the services. The Contract will be procured through a competitive tender procedure, in accordance with the restricted procedure as stated in the Public Contracts (Scotland) Regulations 2015. Due to nature of the work being proposed, the Contract will be divided into two lots with a maximum of one lot being awarded to one tenderer. To be considered for this contract economic operators will be required to complete the European Single Procurement Document ESPD in accordance with the Contract Notice. Economic operators shall be evaluated in accordance with the Public Contracts (Scotland) Regulations 2015, on the basis of information they provide within the ESPD. It is anticipated that a total of 5 economic operators will be invited to tender stage. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts(Scotland) Regulations 2015.. The estimated total value of Lot 1 is 15 000 000.00 GBP (excluding VAT) in total over five years.

Transport Scotland will conduct the proposed procurement process for the Contract on behalf of the Scottish Ministers. It is the intention that the Contract will be entered into between the Scottish Ministers and the most economically advantageous tenderers. It is anticipated that an Industry Information Day will be held between 14:30-17:00 hours on 23 May 2019 at the Traffic Scotland National Control Centre in South Queensferry. The intention of the Information Day is to enable potential contractors to better understand the scope of the contract and the procurement process, such that a productive procurement competition can be achieved. Attendance is restricted to two representatives per company whose names should be emailed to TSOISContract2019@gov.scot by 5pm on 16 May 2019 along with any questions or topics you would like discussed on the day.
