Summary of the contracting process

Procurement for Housing Ltd (trading as PfH Scotland) is establishing a multi-lot framework for decarbonisation and retrofit services and works supporting public bodies and social housing organisations towards Net Zero. Delivery is across Scotland. The scope covers asset management and energy assessments; surveys, inspections and testing; retrofit, heat-network and Net Zero consultancy; managing-agent services; electric vehicle chargers; insulation; heating and renewable-energy systems; multi-disciplinary retrofit works; heat-network installation; and innovation and future technologies. Depending on the lot, suppliers may provide professional advice, design, surveys and compliance work, or turnkey delivery including supply, installation, commissioning, maintenance, handover and associated civil, electrical and building works. The framework can serve PfH members and eligible public-sector bodies.

The procurement has reached tender: PfH Scotland invited offers through an open procedure, with electronic submission in English. It is a multi-lot framework with 15 lots, and suppliers may bid for any number. The amended tender deadline is 27 July 2026 at 17:00, with tenders opening at the same time; bids must remain valid for 90 days. The framework value is £300,000,000. Lot values include £5,000,000 for Asset Management Services; £0 to £1.5 million bands for insulation, heating and renewables, and multi-disciplinary works; and unlimited-value bands for those categories. Each lot has a 1,440-day contract period. Evaluation is 70% quality and 30% price where stated. The framework uses electronic ordering and payment.

This suits specialist energy, building-services, retrofit, construction, engineering and consultancy suppliers, including firms able to work as principal contractor or through qualified subcontractors. Relevant capability includes property and energy assessment, retrofit coordination, heat-network feasibility and installation, Net Zero strategy, insulation, low-carbon heating, renewable generation, battery storage, EV charging, project management and whole-building delivery. Requirements vary by lot and include qualifications or registrations such as PAS 2030:2023, TrustMark, MCS, Gas Safe, NICEIC, NAPIT or ELECSA, OZEV authorisation, CIBSE memberships and heat-network standards. Heat-network contractors also need ISO 9001, ISO 14001 and ISO 45001. All bidders need £5 million employers’ and public-liability cover, £2 million professional indemnity insurance, financial standing, and three relevant contract examples per lot.
