Summary of the contracting process

The Government Commercial Agency is procuring Network Services 4, a public sector framework covering a wide range of networks, telecommunications services, products and supporting solutions. It is divided into 12 lots covering wide-area internet connectivity, local-area connectivity, voice and unified communications, contact-centre technology, internet of things and connected places, critical domain services, paging and alerting, audio-visual and conferencing services, critical communications devices, critical communications services, and critical communications software. The framework is intended for use by contracting authorities on its customer list, including services supporting nationally critical UK public sector domains and emergency communications. Relevant work includes design, supply, installation, operation, maintenance, support, software and connectivity services for public sector customers across the UK.

The procurement has reached tender: the buyer invited offers through an open procedure. It is a framework agreement using call-off competitions both with and without reopening competition. The tender deadline is 2 October 2026 at 3:00pm, and enquiries close on 11 September 2026 at 3:00pm. The award decision is due by 4 March 2027. The framework is scheduled to run from 18 March 2027 to 17 March 2029, with options extending it to 17 March 2031. Its estimated value is £8,000,000,000 excluding VAT and £9,600,000,000 including VAT. All lots use quality and price evaluation, generally weighted 85% quality and 15% price. Suppliers must pay a 1% charge on call-off deliverables invoiced to buyers.

This opportunity suits telecommunications operators, network providers, systems integrators, technology manufacturers, software companies and specialist service providers able to deliver public sector network and communications solutions. Relevant capabilities include wide-area and local-area networking, internet and data transmission, IP telephony, unified communications, conferencing, contact-centre platforms, internet of things, smart-place technology, domain infrastructure, paging, audio-visual systems and critical communications. Suppliers may also fit through specialist expertise in emergency communications networks, commercial radio, TETRA, Airwave or the Emergency Services Network, including devices, installation, integration, operational software, maintenance and support. The lots accommodate both component supply and end-to-end delivery, including design, build, connection, operation and ongoing service management. The framework is particularly relevant to businesses with strong technical delivery and public sector support capacity.

Lot Information

Internet Connectivity Services (WAN)

Lot 1 is for the provision of connectivity and related services, enabling site-to-site or site-to-cloud interconnectivity. a) wide area connectivity for the provision of a managed or unmanaged point-to-point data-only connection. b) wide area connectivity for the provision of a managed or unmanaged point-to-internet/cloud data-only connection. Local Connectivity Services (LAN)

Lot 2 is for the provision of single site connectivity services, including local area networks (LAN) enabling interconnectivity. a) local area network (LAN) connectivity services, constrained to a single site, multiple sites in the same locale, campus sites and metropolitan area sites enabling a user to consume a locally delivered service. b) local connectivity services to connect an end user device to a local service. Voice / Unified Communications

Lot 3 is for the provision of voice, digital and unified communications services. a) Voice, digital and unified communications services - including but not limited to: IP Telephony, unified communications and collaborative software applications including audio & video conferencing and business enablement application software to enhance the communication capability. Services can be provided as on-premises, cloud-based or hybrid solutions. Services can be provided as standalone or in any combination as required by the Buyer. Contact Centre Services

Lot 4 is for the provision of inbound and/or outbound contact centre management including automation and queuing to multiple answering points, as described in the sections titled 'Lot 4'. This agreement provides the hardware and software solutions for the use of Buyer employees only, not staff/agent resources as an outsourced service. a) The ability to make outbound contact and respond to an incoming contact and route the contact to a predefined destination both within the Buyer's technical domain and/or external to the Buyer's technical domain. IoT & Connected Places (incl. Security & CCTV)

Lot 5 is for the provision of Solutions related to Smart Technologies, also referred to as "Smart shared and connected spaces", and Internet of Things. a) Design, build and deliver solutions related to Smart shared and connected spaces, with applications in the areas including but not limited to: smart buildings, waste management, water management, crime prevention, education and environment (air and noise pollution) monitoring, predictive/preventative maintenance, footfall management, automated reporting, Digital Twins. b) The provision of component parts or end-to-end solutions relating to smart technologies and connected spaces The full scope of Lot 5 is set out in the Framework Schedule 1 (Specification)

Critical Domain Services

Lot 6 is for the provision of Critical Registry Services to operate and manage nationally critical UK domains. a) The provision and operation of the technical infrastructure for a UK public sector authority to manage and govern a Nationally Critical Public Sector Domain. b) The provision and operation of the technical infrastructure for a UK public sector authority to manage and govern a Nationally Critical Public Sector Domain, plus the additional functions to enable the UK public sector authority to fully outsource the management and governance of a Nationally Critical Public Sector Domain The full scope of Lot 6 is set out in the Framework Schedule 1 (Specification).

Paging and Alerting

Audio Visual Services

Lot 8 is for the provision of Audio Visual (AV) and conferencing services. a) Audio Visual services with the ability to call, connect and share audio-visual communications with another compatible video device over any distance in real time. Critical Communications Devices

Lot 9a is for the provision of devices including integrated/enabling software, services and accessories as required to support or enable their use and as relevant to delivering critical communications technologies and solutions including commercial radio. Specifically in scope of this Lot are business needs relating to Emergency Services Network ("ESN"), Airwave network, TETRA/ESN dual mode devices and commercial radio devices. a) The scope of this Lot includes devices and equipment used to enable and / or deliver critical communications technologies and solutions including commercial radio.
