Summary of the contracting process

NHS Supply Chain is seeking suppliers for a national framework covering diagnostic and capital medical equipment, accessories and related services for healthcare providers across the UK. The seven lots cover diagnostic imaging and radiology; specialist imaging; decontamination equipment; radiotherapy; endoscopic imaging, reusable scopes and robotics; internal radiation therapies; and a broad range of capital medical devices, from patient monitoring and ventilators to operating tables and microscopes. The requirement includes associated installation, maintenance, support and training, as well as equipment and software where relevant. Suppliers can bid for relevant specialist areas rather than needing to cover the full range. The framework will enable NHS and other eligible healthcare-sector organisations to buy equipment through the routes set out in its terms.

The buyer invited offers through an open procedure for the first framework in an intended eight-year open framework arrangement. The first framework is planned to run for three years, from 3 April 2028 to 2 April 2031; Lot 1 also allows for a possible extension to 31 March 2034. The estimated purchase value for the first framework is approximately £4,325,783,082 excluding VAT; the estimated value across the full arrangement is approximately £12,768,690,438 excluding VAT. These are guidance estimates, not guaranteed sales. Questions were due by 16 November 2026 at 15:00, and offers by 30 November 2026 at 15:00. Award decisions were expected by 30 September 2027. Evaluation combines financial and quality criteria, with price weighted between 30% and 40% by lot; quality factors include supply, support, training, warranty and repairs, social value and, for some lots, patient experience or efficiency.

The opportunity suits manufacturers, distributors and service providers specialising in one or more of the listed medical-equipment categories, including firms able to supply accessories and provide installation, maintenance, technical support, training and warranty repairs. Lot-specific expertise will matter: examples include imaging and radiology systems, decontamination solutions, radiotherapy, endoscopes and surgical robotics, internal radiation therapies, or capital devices such as monitors, ventilators and theatre equipment. For every lot, tenderers must hold ISO 9001:2015, ISO 13485:2016 or MDSAP certification accredited by UKAS, or an international equivalent. Certification must cover the tenderer’s and products’ supply chains, including sales, manufacturing, storage and distribution. The framework is marked suitable for SMEs and voluntary, community and social enterprises. Suppliers should be equipped to demonstrate reliable supply chains and deliver the quality, support and training assessed in bids.

NHS Supply Chain intends to etablish a National Framework Agreement for the provision of Diagnostic and Capital Equipment and Related Accessories and Services. The requirements have been divided into the following Lots: Lot 1 - Diagnostic Imaging and Radiology Lot 2 - Specialist Imaging Equipment Lot 3 - Decontamination Capital Equipment Lot 4 - Radiotherapy Lot 5 - Endoscopic Imaging Equipment, Reusable Endoscopes and Robotics Lot 6 - Internal Radiation Therapies Lot 7 - Capital Medical Devices The Authority intends to establish an eight (8) year Open Framework. This Tender Notice relates to the award of the first Framework under the Open Framework, which will have a term of three (3) years. The Authority estimates that the total value of purchases under the first three (3) year Framework will be approximately PS4,325,783,082 excluding VAT. This value is approximate only and may vary depending on the requirements of the bodies purchasing under the Framework. The anticipated total value of purchases across the full eight (8) year Open Framework is approximately PS12,768,690,438 excluding VAT.
