Summary of the contracting process

Procurement for Housing (PfH) is seeking suppliers for a national framework covering building, construction and housing-maintenance materials for the UK social housing sector. The scope includes plumbing, heating and gas supplies; electrical and general building materials; aids and adaptations; renewable and retrofit products; kitchens; ventilation, boilers, pumps, solar equipment, tools, timber, concrete, roofing and drainage materials. It also covers managed stores and services, supply through national consortia or buying groups, on-demand supplies supported by branch networks, and technology for van-stock management. Deliveries and services are intended for customers across the United Kingdom, with dedicated arrangements for Scottish and Welsh customers. The main category is goods.

The procurement has reached tender: PfH invited offers through an open procedure, with electronic submission allowed in English. Enquiries close on 17 September 2026 at 22:59, and tenders are due by 9 October 2026 at 11:00. Evaluation is based on price and quality, normally weighted 40% and 60%; the Scottish and Welsh plumbing, heating, gas, electrical and building-material lots use 30% price and 70% quality. The framework is divided into 15 lots, including national, Scottish and Welsh supply routes, managed solutions, renewables, on-demand supply, kitchens and van-stock technology. Each lot runs from 1 April 2027 to 31 March 2031. Estimated total value is £1,538,000,000 excluding VAT (£1,845,600,000 including VAT). A 2.5% fee of the award value applies to successful suppliers.

This opportunity suits manufacturers, wholesalers, distributors and specialist suppliers able to provide housing-maintenance, construction, energy-efficiency or related technology products at national scale. It is explicitly suitable for small and medium-sized enterprises, and the separate lots allow businesses to target particular product ranges or geographic markets, including Scotland and Wales. Relevant capability may include reliable supply of plumbing, heating, gas, electrical, building, kitchen, bathroom, renewable, retrofit or accessibility products; managed-store or managed-service delivery; branch-based fulfilment; or software and operational support for van-stock management. Suppliers with established distribution networks, broad product portfolios, dependable stock availability and experience serving local authorities, social landlords, registered housing providers or other public-sector customers are well placed to compete. Quality performance matters alongside price.

Planning Information

Welcome to the pre-market engagement activity for the forthcoming PfH Materials Supply framework tender. Our existing Materials and Associated services framework was established on the 1st April 2023 for a 4-year contract term and is therefore due for expiry on the 31st of March 2027. Our intention is to run a tender process to procure a new and improved materials supply framework which is to be conducted this year, with the new offering expected to be fully tendered and ready for launch on the 1st of April 2027 to ensure a seamless transition from the existing framework to the new one. It is our target to publish the official tender to the market in June/July 2026. The aim of this supply chain engagement pack is to afford suppliers an insight into some of the proposed areas of the forthcoming framework re-tender and to invite feedback on each of the shared aspects. The feedback will allow us to further shape the tender documentation head of the tender launch. Please note that this is simply an information gathering exercise on some proposed aspects of our forthcoming framework tender which may be subject to change. We are aiming to gather feedback on the information that has been provided, and we are unlikely to field any clarification questions during this exercise. We will require all engagement packs to be returned to us by close of play on Monday 9th March 2026. The engagement pack can be requested via the following email address materials@pfh.co.uk - please also use this address to return completed engagement packs.
