Summary of the contracting process

Crescent Purchasing Consortium Limited is establishing a framework for security equipment and associated services for its education and wider public-sector members. Work will be delivered across the United Kingdom, for further education institutions, universities, sixth forms, academies, schools and similar organisations; local authorities may also procure on behalf of educational establishments. The framework is being established with the Southern Universities Purchasing Consortium, North Western Universities Purchasing Consortium and North Eastern Universities Purchasing Consortium. Seven areas are covered: CCTV; car-park barriers; intruder, panic and alert alarms; entrance and access control; screening equipment; Martyn’s Law and lockdown consultancy; and lockdown alert systems. Depending on the lot, requirements include supply, installation, upgrades, maintenance, consumables, monitoring, training, consultancy and related safety or security services.

The process has reached tender: the buyers invited offers through an open procedure. It will establish a framework with up to seven suppliers, with call-off contracts awarded without reopening competition. Questions had to be submitted by 24 August 2026 at 12:00, and offers by 31 August 2026 at 12:00; the stated award decision date is 16 November 2026. The framework is scheduled to run from 16 November 2026 to 15 November 2029, with one 12-month extension available, ending no later than 15 November 2030. Its estimated value is £10,428,801 excluding VAT, or £12,514,561.20 including VAT. Each lot is estimated at about £1.49 million excluding VAT. Evaluation is 40% pricing and 60% quality. A successful supplier fee is 1% for education and 1.5% for wider public sector business.

This opportunity suits security technology manufacturers, distributors, installers, maintenance providers and specialist consultancies able to serve education and public-sector sites across the UK. Relevant capabilities include designing and upgrading CCTV, barrier, alarm, access-control, screening and lockdown systems; installation, fault response, monitoring, maintenance and consumables supply; and security, emergency-preparedness, Martyn’s Law, lockdown or safety training consultancy. Suppliers should be able to demonstrate credible technical and service quality, manage installations and ongoing support at multiple customer sites, and provide solutions appropriate to new systems and upgrades. The lots are marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so smaller specialists may compete for an area matching their expertise rather than the full requirement.

Any resulting framework from this exercise will be available to Further Education Institutions, Universities, Sixth Forms, Academies, Schools, and other similar organisations who are CPC Members (https://www.thecpc.ac.uk/members/regions.php) and all CPC future members (https://www.gov.uk/guidance/get-information-about-schools). Higher Education Consortia include: - North Western Universities Purchasing Consortium (https://www.nwupc.ac.uk/our-members) - Southern Universities Procurement Consortium (http://www.supc.ac.uk/our-members/) - North Eastern Universities Purchasing Consortium (https://www.neupc.ac.uk/join/members) Local Authorities may also wish to use the resulting framework when procuring on behalf of Educational Establishments.
