Summary of the contracting process

North Ayrshire Council is seeking contractors for a general building and repair works framework across North Ayrshire. The work is divided into ten specialisms: joinery, door entry, electrical, plumbing, drainage, plastering, general building, roofing, timber and dampness, and fencing. Contractors can bid for one or several specialisms. The work covers property repairs and related installation and maintenance, including electrical and door-entry systems, plumbing and drainage, building fabric, roofs and fencing. This suits firms whose core trade matches one or more of these areas and that can deliver work within the council’s area. The framework is intended to provide contractors for these repair and building requirements; it does not promise any minimum volume of work.

The council invited tenders through an open procedure, with bids submitted electronically. The submission deadline was 29 October 2026 at 12:00. The published overall estimated value is £3.96 million; individual lot estimates range from £50,000 for plumbing to £980,000 for general building. Each lot has a two-year contract period, with a possible extension of up to 24 months at the council’s discretion, subject to performance and funding. The framework is ranked, with up to five contractors anticipated for each lot, although the council may appoint more. Bidders may apply for a single lot or multiple lots. Selection requires tenderers to meet the suitability, economic and technical criteria in the Single Procurement Document. Alternative bids are not allowed.

The opportunity is suited to specialist building and maintenance contractors able to deliver one or more of the ten trade areas, from joinery and electrical work to drainage, roofing and fencing. Firms can focus their bid on the trades they provide rather than covering the entire requirement. The framework’s breadth may suit businesses with established trade teams and the operational capacity to respond to varied repair work across North Ayrshire, as well as suppliers able to meet the relevant suitability, financial and technical requirements set out in the Single Procurement Document. Community benefits are part of the requirement and cover employment, employability and skills, SMEs, third-sector organisations, education and local community priorities. The council anticipates several appointments per specialism, but work volumes are not guaranteed, so suppliers should consider the commercial implications of framework appointment without assured orders.
