Summary of the contracting process

Heathrow Airport Ltd is seeking innovative small and medium-sized enterprises for its Quieter Neighbourhood Support programme, which aims to reduce aircraft-noise impacts on neighbouring communities through property-level interventions. The requirement covers a broad mix of possible works, goods and services, including noise assessment and monitoring, acoustic and thermal insulation, doors and windows, building surveys and inspections, environmental services, data and communications software, and related installation and construction activity. Selected businesses receive 25 minutes for a presentation and questions. Expressions of interest had to be submitted by 30 July 2026 at 5:00 pm. The anticipated contract period is 3 to 31 January 2028. The estimated value is £25,000 to £50,000, in total. This is a works opportunity suitable for SMEs. The Q3 2026 Lift Off event was scheduled for 18 September 2026. Heathrow reserves the right to choose which SMEs attend, and submitting an interest does not guarantee selection. Participants agree that Heathrow may share their details with its supply chain.

This opportunity suits innovative SMEs with practical solutions for reducing or measuring aircraft noise and improving homes or other properties affected by it. Relevant capabilities include acoustic consultancy, noise pollution monitoring and control, sound measurement, insulation, window, door, roof, ventilation or other building installation work, property surveying, environmental assessment, energy-efficiency advice, and environmental quality control. Businesses offering noise-control equipment, acoustic devices, noise barriers, data-management or communications software may also fit. Suppliers should be able to explain a credible product or service clearly in a short presentation and answer questions from Heathrow and supply-chain organisations. The broad scope may suit specialist firms, technology businesses, surveyors, installers and construction or environmental companies with SME capacity.

Heathrow Lift Off is a new concept developed in 2022 as an additional way to attract and work with SMEs. We envisage that Lift Off will provide the chance for selected innovative SMEs to meet with and present their products and services to a panel made up of Heathrow and our largest supply chain partner organisations. The participating SMEs will have opportunity to connect with Heathrow and key players in our supply chain. In addition, SMEs will also potentially be able to take part in relevant tenders and win business opportunities following up the event. SMEs chosen for each Lift Off event will be allocated with 25 mins for presentation and Q&A. At Heathrow, we are committed to materially reducing the impact of aircraft noise on our neighbouring communities- recognising that this is not only an operational responsibility, but a critical component of maintaining trust, supporting quality of life, and enabling the long-term sustainability of the airport. The Quieter Neighbourhood Support (QNS) programme is a central pillar of this commitment, delivering targeted, property-level interventions that directly improve the lived experience of residents most affected by noise.
