Postal Services - Provision of a Downstream Postal Supplier
Notice Description
Hull City Council (The Authority) has appointed Whistl UK Limited to deliver Downstream Postal Services. The tender has been conducted through an aggregated exercise whereby numerous local authorities combined and amalgamated volumes. A further competition exercise has been undertaken through the Crown Commercial Services (CCS) Framework. The contract is anticipated to commence on the 1 March 2025 for an initial period of 2 years with an option to extend for a further 2 periods of 12 months. The Authority has estimated the value of the Services to be PS677k per annum. The estimated value is given in good faith it should not be interpreted as an undertaking to purchase any goods, services or works to any particular value by the Authority and does not form part of the Contract.

Franking Machines, Mailroom Equipment and Associated Consumables

Collection and Delivery of Letters, Large Letters and Parcels within UKThis lot is capable of providing a collection and delivery service for letters, large letters, and parcels which are collected from Buyer Site(s) for onward delivery within the UK including England, Northern Ireland, Scotland and Wales. Additional information: A framework contract will be awarded to a maximum of 10 bidders for Lot 2. The maximum number of bidders may increase where 2 or more bidders have tied scores in last position for the lot. Additionally, CCS reserves the right to award to any bidder whose final score is within 1% of the last position of the lot.

Suppliers should be aware that if they are bidding for Lot 4 and are successful on Lot 4, suppliers will not be allowed to perform any other services under any other lot. Additional information: A framework contract will be awarded to a maximum of 5 bidders for Lot 4. The maximum number of bidders may increase where 2 or more bidders have tied scores in last position for the lot. Additionally, CCS reserves the right to award to any bidder whose final score is within 1% of the last position of the lot.
