Summary of the contracting process

The Government Commercial Agency is buying comprehensive employee benefits and occupational health services for public sector employers across the United Kingdom. This services framework is intended to support employees’ physical, mental and financial wellbeing. Occupational health provision includes managed clinical support, health surveillance, workplace assessments, physiotherapy, drug and alcohol testing, neurodiversity assessments and employee assistance programmes. It also covers counselling, psychological support, critical incident support, Display Screen Equipment eyesight testing, spectacles, colour vision examinations and hearing checks. Employee benefits provision includes secure online platforms, discounts, cashback, reward and recognition vouchers, technology and smartphone schemes, cycle-to-work schemes, childcare vouchers, payroll giving, dental cover, gym memberships, financial education, bereavement support and wider wellbeing resources. The framework is divided into occupational health and related services, and employee benefits and services.

The procurement has reached tender: the buyer invited offers through an open procedure, with electronic submission allowed in English. It is a framework agreement using an open framework scheme, with call-offs awarded both with and without reopening competition. The enquiry deadline was 15 September 2026 at 3pm, and the tender deadline is 28 September 2026 at 3pm. The award decision is due by 22 February 2027. The framework runs from 4 March 2027 to 3 March 2029, with an option to extend to 3 March 2030; the wider open framework scheme ends on 3 March 2035. Its estimated value is £1,299,500,000 excluding VAT, or £1,559,400,000 including VAT. Seven lots cover managed and modular occupational health, employee assistance, eyecare and hearing, managed and nil-cost benefits platforms, and standalone wellbeing services. Each lot is evaluated on 80% quality and 20% price. A 1% fee on awarded value applies to suppliers.

This opportunity suits established occupational health providers, employee assistance and mental health specialists, clinical assessment and workplace health teams, opticians, audiology providers, and suppliers of physiotherapy, counselling or psychological services. It also suits employee benefits platforms and providers of discounts, cashback, vouchers, salary sacrifice schemes, cycle-to-work arrangements, payroll-related benefits, dental cover, gym memberships, financial wellbeing and bereavement services. Suppliers can compete for a focused service area or an integrated managed service, depending on their delivery model. Strong candidates will be able to deliver consistently for public sector employers across the UK, support secure digital platforms where required, manage referrals and casework, and provide accessible services through appropriate channels including telephone, live chat, mobile applications, online portals and face-to-face provision. Quality carries substantially more weight than price, so demonstrable service capability and reliable delivery are central to competition.
