Summary of the contracting process

The Government Commercial Agency is procuring a UK-wide framework for electricity and gas supply and related energy and decarbonisation services. It is intended for more than 1,000 public-sector organisations and associated bodies, covering around 90,000 meter points and approximately 26 TWh of indicative consumption. The scope includes electricity and gas supply, billing, administration, customer services, portfolio optimisation, strategic energy partnerships, carbon-reduction planning, renewable generation, demand-side response, energy bureau services, invoice validation, compliance support, consumption reporting, financial forecasting, and metering. Metering work covers supplying, installing, maintaining and collecting data from gas, electricity and water meters. The framework will be used across the United Kingdom, supporting public bodies with integrated energy management and decarbonisation.

The procurement has reached tender: the buyer invited offers through an open competitive flexible procedure, using a two-part process of selection followed by award. Enquiries were due by 21 July 2026 at 15:00 and tenders by 4 August 2026 at 15:00; the award decision is due by 11 December 2026. The framework contract period is 20 February 2027 to 19 February 2031. There are eight lots covering short and medium-term electricity, long-term electricity, fixed and flexible electricity, short and medium-term gas, long-term gas, fixed and flexible gas, energy partnership, energy bureau and metering services. Lot values range from £2.6 million to £9.354 billion excluding VAT; the overall maximum is £50 billion excluding VAT (£60 billion including VAT). Suppliers first face compliance, exclusion and participation checks, then final tender assessment; award criteria will be released at the second part.

This opportunity suits energy suppliers able to deliver electricity or gas procurement at substantial public-sector scale, including short, medium and long-term purchasing and fixed or flexible pricing. It also suits specialist partners in net-zero strategy, carbon reduction, renewable generation, demand-side response, energy portfolio optimisation and energy management. Energy bureau providers should be able to validate utility bills, manage compliance, report consumption and support financial forecasting. Metering specialists need capability in gas, electricity and water meter supply, installation, maintenance, reading and data management, supported by suitable software, connectivity and accurate reporting. The requirement also favours organisations able to provide customer service, billing and administration across a large, dispersed estate. Separate lots allow specialist small and medium-sized enterprises to compete for energy partnership, bureau, metering and selected supply services.

Government Commercial Agency (GCA), acting as the Contracting Authority, is establishing a Framework Agreement for the provision of electricity and gas supply, together with associated management and support services. The framework is intended to support a large and diverse customer base comprising over 1,000 organisations and approximately 90,000 meter points, with an estimated total consumption of 26 TWh. Bidders should note that these volumes are indicative and may vary depending on customer participation levels and the impact of ongoing energy efficiency and demand reduction initiatives. The requirement is designed to deliver a comprehensive and integrated energy solution. In addition to the supply and administration of electricity and gas, the framework will encompass strategic energy partnership services, including portfolio optimisation, as well as energy bureau services covering data management, invoice validation, and reporting. Metering services will also form part of the scope, including the provision, installation, and ongoing data collection from metering assets. Lot 4 -This lot eliminates the administrative burden on public sector bodies by streamlining day-to-day operations, including utility bill validation, compliance support, consumption reporting, and financial forecasting.

Metering Services

Lot 5 -This lot provides complete smart infrastructure support--covering the supply, installation, maintenance, and data management of gas, electricity, and water meters--to ensure organisations have the accurate consumption data needed to drive energy reduction.

Planning Information

Market engagement will consist of supplier briefing webinars, written questionnaires and one to one meetings (face to face and/or virtual). Initial market engagement will be from June to August 2025, with further rounds of market engagement to be held later in 2025 and potentially into 2026 depending on procurement route chosen. Market engagement with customers and suppliers will include areas such as: - Reviewing customers' current and future product and service needs. - Evaluating potential structures for a new agreement to determine the most appropriate approach. - Ensuring alignment with new Procurement Act. - Assessing appetite and benefits of single-supplier versus multi-supplier agreements. - Investigating sleeving arrangements, call-offs, and their alignment with CNZ and Power Purchase Agreement (PPA) strategies. - Understanding supply market offerings relating to complimentary services to supply. - Analysing wider supplier market developments and innovations, including current industry regulations and future changes.
