Summary of the contracting process

The Government Commercial Agency has established a pan-government framework for facilities management and security services. It is intended for central government departments and other UK public bodies, including local authorities, health, police, fire and rescue, education and devolved administrations. The scope covers total, hard and soft facilities management, security officer services, physical and electronic security systems, and security advisory and assessment services. Facilities management includes building maintenance, engineering, repairs, installation, cleaning, environmental and related support services. Security services include guarding, systems, testing, risk assessment, consultancy and training. Services may be delivered across the UK, the Crown Dependencies, Overseas Territories and numerous international locations, with additional call-off locations possible.

This is an awarded open-procedure framework under the Procurement Act 2023. Eleven lots are complete, covering total, hard and soft facilities management by annual contract-value bands, plus total security, security officers, physical and electronic security systems, and security advisory services. The framework award date is 7 August 2026. The standstill period ends on 18 August 2026, with contracts scheduled from 19 August 2026 to 18 August 2034. Each lot shows an estimated value of £120,000,000,000 excluding VAT, or £144,000,000,000 including VAT; these figures apply separately to each lot and must not be combined. Evaluation used price and quality, including social value, contract management, continuous improvement, innovation and service delivery. Suppliers pay a 1% award levy on charges, excluding specified pass-through and redundancy costs.

This framework shows sustained public-sector demand for integrated facilities management, specialist building services, cleaning, engineering, security operations, electronic security and advisory work. It is relevant to both large national providers and smaller specialist firms: every lot is marked as suitable for SMEs and voluntary, community or social enterprises. Credible competitors would need demonstrable legal, financial and technical capacity, together with the operational resources to deliver consistently across public-sector estates and, where required, wider geographic locations. The evaluation places substantial emphasis on service delivery, contract management, continuous improvement and innovation, alongside social value and price. Businesses should therefore be able to evidence measurable performance, robust governance, skilled personnel, resilient supply chains and effective collaboration across complementary disciplines.

Government Commercial Agency (GCA) as the Authority has put in place a Pan Government Collaborative Agreement for the provision of Facilities Management and Security Services to be utilised by Central Government Departments and all other UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations. It is intended that this commercial agreement will be the recommended vehicle for all Facilities Management required by UK Central Government Departments.

Planning Information

Market engagement for RM6378 began in March 24, starting firstly at an event on 7th March 24 with incumbent suppliers, with a retrospective analysis of the existing agreements and exploration of merging the current FM and Security frameworks into one single agreement. Following issue of the PIN for a merged FM and Security Services agreement, between August and November 2024 engagement covering a multitude of areas, including the main themes of: Framework length and type, Lotting structure, Services in scope, Specification and standards, Pricing, Contract performance management (KPIs), Social value, and T&Cs. This was through questionnaires and surveys to our list of registered suppliers consisting of those that responded to the PIN, and 121 meetings with all suppliers who requested a session. We published webinar updates for both suppliers and customers to our webpage in September and December 2024. Between January and May 25 this engagement has been focussed on some specific areas including: Specification, Pricing, Terms and Conditions, KPI / performance management and Social Value. This has been through sharing questionnaires and draft documentation (such as draft specification Work Packages), and receiving feedback. There has also been a roundtable meeting focussing on billable works on 8th April 25, with invitations shared to all registered suppliers. Notification was provided to all suppliers who registered under the previous PIN A face to face supplier event in Liverpool was held on the 1st July 2025. The format of the day included an opportunity to engage further with suppliers through presenting the findings of our engagement and the subsequent decisions taken to develop the framework. We also included an overview of the bid process to familiarise suppliers with the process and any changes following the introduction of the new Procurement Act 2023. Suppliers were then given the opportunity to ask questions. Notification has been provided to all suppliers who registered under the previous PIN. We published the recorded presentation onto the CCS webpage for suppliers that were unable to attend. COI If the participant is in any situation which might (or which might be perceived to) give rise to an actual or potential conflict of interest in connection with the procurement, CCS may make further enquiries to identify any such conflict or to satisfy itself that none exists, or that it can be effectively managed. CCS may require the participant to provide such further information as CCS might specify for any such purpose or may require the participant to withdraw from the preliminary market engagement if, in CCS’s reasonable opinion and at its sole discretion, any of the above issues have arisen or may arise and there are no other means to ensure the equal treatment of all potential suppliers. Prior to requiring any such withdrawal, CCS shall provide the participant in question with the opportunity to prove that its capacity as a participant is not capable of distorting competition.
